[RAVE-709] Remove version numbers in URLs for Spring XSDs

Description

In the several Spring configuration files we have references to xsd files with a version number. We should drop the version number and let Spring decide what the latest supported version is.
Defining a version number can cause Spring to retrieve that URL instead of looking into the bundled jar.
