[RAVE-498] rave-shindig intial_data.sql is never executed

Description

In the rave-shindig-dataContext.xml the query to check if the initial_data.sql should be called still checks if PERSON is empty. PERSON is now populated by Rave-portal so the Shindig sequences are not populated.
