Description

Either as a directive or as partial and controller, set up the tabs manager for the portal page.

This controller (may wish to use child controllers to separate functionality) will need to manage:
Navigation between pages
Display of icons based on page share status
Creation of new pages
Editing of current page (update layout, name, share status, ordering)
Deletion of pages

This will depend on the pages list.
