[RATIS-2177] Purge should delete segmentLog from small to large according to logIndex

Description

During the restart, a gap was discovered while replaying the logs.
After the assertion is triggered, it will cause the RaftServer to fail to start.
 

 
The deletion of segmentLog is sorted from large to small according to logIndex, just change the deletion order
