The `closeFuture` never completed while closing from the `NEW` state.

    Description

      Currently, the closeFuture only completes after the LogAppenderDaemon has started. However, when closing from the NEW state, the transition is NEW -> CLOSED, and the LogAppenderDaemon was not started.
