Description

As pointed out by whbing in this comment, OM build failed with ratis 3.1.0 because JavaUtils.attemptUntilTrue was removed by RATIS-2011. Let's add back the method although JavaUtils is not yet a public API.

Currently, it is not clear that if the ratis common utils are public API. Filed RATIS-2058.
