Description

• Update apache parent pom version to 29 25
  • remove maven-assembly-plugin.version (defined in 25)
  • remove maven-install-plugin.version (defined in 25)

• Update ratis.thirdparty.version to 1.0.4 (done by RATIS-1821)

• Update plugins from maven project
  • wagon-ssh.version - 3.5.3
  • maven-bundle-plugin.version - 5.1.8
  • maven-clover2-plugin.version - 4.0.6
  • maven-pdf-plugin.version - 1.6.1
  • maven-surefire-plugin.version - 3.0.0
  • maven-checkstyle-plugin.version - 3.2.1

• Update plugins from org.codehaus.mojo
  • build-helper-maven-plugin.version - 3.3.0
  • exec-maven-plugin.version - 3.1.0
  • extra-enforcer-rules.version - 1.6.1
  • license-maven-plugin.version - 4.1

• Update other versions
  • checkstyle.version - 10.9.2 (also fixes the new checkstyle warnings)
  • protobuf-maven-plugin.version - 0.6.1
  • spotbugs.version - 4.7.3 (update later since it needs to fix findbugs warnings)
  • spotbugs-plugin.version - 4.7.3.2
  • slf4j.version - 2.0.7

• Move bouncycastle.version to ratis-test
• Move jcommander dependency to ratis-examples and update it to 1.8.2
