[RATIS-1601] Use the shaded dropwizard metrics and remove the dependency

Description

Once we have a new ratis-thirdparty release, we should update the code to use the shaded dropwizard metrics and remove the dependency. Also, we should remove the "Notice for Dropwizard" section and the "dropwizard-hadoop-metrics2" section from the NOTICE file.
