dist.apache.org is only intended for use by developers, and should not be used for public links.

Please change the following link:
https://dist.apache.org/repos/dist/release/ratis/
to the appropriate location under
https://downloads.apache.org/ratis/

The link to dist.a.o appears at least twice; please fix them all
