[RATIS-1402] do not send extra rpc calls to follower when the follower is still installing a snapshot

Description

when i tested RATIS-1399, i find that a follower scm can not be added to ratis group successfully. after i revert RATIS-1390, it works well. the log is uploaded.   seems RATIS-1390 introduces some issues
