[RATIS-1315] Fix child module ratis-server-api does not exist

Description

When I try to release ratis 2.0.0 following the guide, first execute ./dev-support/make_rc.sh prepare-src, it succeed, but when I execute ./dev-support/make_rc.sh prepare-bin, it failed, the error as following shows.
