Description

We propose refactoring the encoder and decoder as the following:

• Similar to DataStreamReplyHeader, we should add DataStreamRequestHeader.
• Move the encoder/decoder logic to NettyDataStreamUtils.
• After above, the encoder/decoder classes become trivial. We may simply remove them.
