CLI RAT should allow excludes to be specified in a file

      Description

      Currently one can specify wildcard excludes with -e. However, it would be nice if projects not using ant/maven (and thus using CLI RAT) could specify a repeatable list of patterns for exclusions from a .rat-excludes file checked into svn.

        An example list of regexes?

        Something like:
        .rat-excludes
        README.md
        .gitignore
        target.*
        TODO$
        expected.output$

        Patches that uses a file with a list of RegexFileFilter's, specified with -E.

        I'd rather use ant style foo/** excludes. But I didn't want to replace the DirectoryWalker code with that.
