Description

Currently the system has a hard coded list of "NOTICE" files. We don't do anything with them other than not scan them and report that they exist.

I would like to see this changed so that we define capture rules (like licenses and probably using the same matcher patterns) and then require verify that configuration defined files contain the specific capture.

For example a capture to collect all copyrights across all scanned files. Could then be used to verify that the file named "NOTICE" contains all the captured copyrights.

This will be a large extension to the current system. I think that a "capture" document analyser will need to be written and added to the document processing stream.
