[RAT-254] Finish move to Gitbox/Gitlab, adapt build jobs and ASF infrastructure

Description

After moving to Gitbox/Github:

• get rid of all references to SVN in RAT's pom
• republish site with current SCM references
• INFRA-18551: change branch to master instead of trunk
• INFRA-18566: get rid of trunk branch
• fix ASF Jenkins build jobs to use gitbox - https://builds.apache.org/view/A-D/view/Creadur/ - latest jobs use JDK11
• INFRA-18551: file an issue to get rid of SVN => we leave it as it is, write-protected
• provide link to current SNAPSHOT for downloads, comply to rules

  • http://www.apache.org/legal/release-policy.html#host-rc
• clean site repo of all references to SVN, use gitbox instead
