[RAT-145] Maven plugin should not run in the "verify" phase, but in the "validate" phase

Description

I do not want to wait until I've done everything in my build to find out the licensing check fails. I think someone might have mixed up the "validate" and "verify" phase. The check seems inexpensive and can always be done in the "validate" phase if it's important. With it being in the "verify" phase today while trying to create a Maven distribution is died in the worst possible place which is right at the end of the release process. Being in the "verify" phase is sub-optimal.
