Major Description
Problem Statement: External users are not allowed to create/update Ranger user
Expected Behavior: External users should be able to use REST API/UI to create/update Ranger user if they have appropriate permissions
Actual Behavior: Getting exception when external users try to create/update users
Steps to Reproduce:
a] Sync any unix user
b] Make the user admin
c] Login using the external user
d] Try to create a user from Ranger Admin UI. The request will fail and exception will be thrown in the log.
