[RANGER-688] Handle scenario where ids of XUser and XPortalUser are not in sync

Description

If by any chance, the User/Group permissions had been accidentally removed from the Ranger Admin user. There doesn't, however, seem to be any way to restore those permissions again.

STEPS TO REPRODUCE:
Create a XPortalUser using curl command
Create a user from Ranger UI
Provide that user permission to User/Group tab
Then check the list of permissions for that user for that tab

ACTUAL RESULTS:
Permission granted to that user does not get allocated to that user.

EXPECTED RESULTS:
Permission granted to that user should get allocated to that user.
