Description

Ranger:

• remove ZK znode check 
• remove ZK config set upload 
• remove ZK acl set
• use Solr config set API (https://lucene.apache.org/solr/guide/7_4/config-sets.html) to upload the config sets (only if it does not exists ... also probably Solr4J should have this call)
