[RANGER-1166] Auto complete wait time needs to be increased on Ranger UI

Description

If there is delay from server side, to return list of resources in Hive or in that case any component. Maximum wait time on Ranger fetch call is 3 seconds. This needs to be increased, in order to cater to slow responsive or highly loaded connections.
