Description

Issue1:
pid file not generated for admin.
Issue a restart via Ambari
Stop issued
Process is actually not stopped and still alive
Start issued, skipped because process is still alive
Pid file does not exist for ranger admin

Issue2:
Stop issued, successful
Start issued, failing with error stating service already running
Pid file is not removed though process is actually stopped, hence start fails.
