Place Qpid JMS shim build management under Maven

      Description

      Currently, the Qpid JMS shim builds using a bash script which calls javac directly. There is no install script. Jars dependencies not already handled by Maven elsewhere are located in a local jars folder.

      As other Qpid Java projects use Maven to manage jars dependencies, builds and installs, it makes sense to use it for this also. This should remove the need for scripts, and will also make the jars directory disappear.
