Description

• linters should run in separate jobs, on Python 2 and Python 3, OS does not matter, so use Ubuntu
• Windows should be tested, use Python 2 and Python 3.8 so that there is not too many jobs
• it might make sense to add macOS, it should "just work", maybe add only Python 3.8 (when that works reasonably well)

Keeping in mind that testing qpid-cpp and qpid-j in docker takes time, and docker might run even slower on Windows and macOS.
