Description

Currently, the Broker's default configuration relies on the contents of external ${QPID_HOME}/etc/passwd file.  This makes the configuration fragile. Errors occur if ${QPID_HOME} is unset or files absent.   The default configuration should be switched to use a built-in password database and the etc directory eliminated from the assembly.
