Description

Currently BDB HA system tests are extended from QpidBrokerTestCase. They need to be refactored to run with QpidTestRunner similar to other system tests.
The BDB HA nodes should be started as spawn brokers using special BrokerAdmin allowing to start broker in a separate JVM.
