[Java Broker] Support the sending of an incomplete unsettled map

    Description

      As per AMQP 1.0 2.7.3 Attach, if the unsettled state is too large, the Broker should be prepared to use incomplete-unsettled true. If it does not do this, the bare minimum that the spec allows is the ending of the session with a frame-size-too-small.

      Currently, the Broker appears to do neither of these things.
