[QPID-5708] Don't set address 'type' when both exchange and routing key are empty

Description

In 0-10, if a reply-to on a message has the empty string as the exchange, the client will assume it refers to a queue and set the type on the address accordingly. However if the routing key is also the empty string, the type is meaningless and would be better avoided.
