[Java Broker] add support for specifying configuration properties and use them to default the port numbers and work dir for the initial-config

      Description

      Add support for specifying configuration properties which can be used (in addition to system properties) to resolve confioguration variabels in the broker configuration store. Use them to default the port numbers.

      This will allow the port numebrs to be overriden at the point the initial-config file is used to create the store, providing a means to choose the ports from the command line.
