[QPID-1814] DerbyStore is to strict, throwing constraint errors if a duplicate queue or exchange is registered

Summary:

If a second attempt is made to store an exchange or queue is made then the store should not fail if the queue already exists. This is in line with what the BDB Message Store currently does. If we want to change the contract on the store to only allow one create per object then we can do that as part of the configuration storing improvements.
