[PROTON-947] deprecate stale methods on the Message

Description

A number of message methods were removed for proton-c via https://git-wip-us.apache.org/repos/asf?p=qpid-proton.git;a=commitdiff;h=205ba18;hp=7b81ca961c331c425e2a15dcb61a5c84d0cf319a which had been previosuly deprecated (again only in proton-c). There are analogous methods in the proton-j Message which have never been deprecated and are still present despite being unused and untested.

This JIRA will mark them as deprecated prior to the imminent release. They will then be removed in a following release via PROTON-948.
