Description

Currently there's no way for a Ruby user to set the settlement modes or behaviour flags used by the Messenger.

NB: the setting of outgoing_window / incoming_window in the patch are sort of workarounds until I can establish why there is a check that those have been initialized (from 0) at https://github.com/apache/qpid-proton/blob/master/proton-c/src/messenger/messenger.c#L1724 which means the settlement changes don't have any effect by default.
