[PROTON-499] maven build is circularly dependent

Description

The maven build depends on the binaries from the output of the prior iteration of the build. This is a bit hard to notice because maven seems to be downloading snapshot binaries from somewhere. Reproduce with the following steps:

1. First ensure legitimate dependencies are downloaded:
   mvn compile
2. now blow away snapshots that should not be needed for a clean build
   rm -rf ~/.m2/repository/org/apache/qpid/
3. now run an offline build
   mvn -o compile

You should see this failure:
