Move Cmake modules to the tools directory

      Description

      To keep things from filling up the root directory of the repository, and to keep like items together, build similar tools should be kept in a subdirectory named tools off of the root of the repo.

        I'm not sure why the directory is still present. I'm working in a git clone of the subversion repo and the cmake directory is removed on my end. I just reverified and see:

        mcpierce@mcpierce-laptop:Proton (upstream) $ git svn rebase
        Current branch upstream is up to date.

        I'm on the tip of upstream at this point, and what I see in th edirectory is:

        Is there a different way to force the directory to be deleted?
