The C++ binding does not provide access to the offered-capabilities and desired-capabilities of a connection, http://docs.oasis-open.org/amqp/core/v1.0/os/amqp-core-transport-v1.0-os.html#type-open

This looks like an oversight - link capabilities are supported.
