Major Description
The V3ResourceParametersTests found in PortletParametersTests_SPEC11_4.java are simply a copy/paste (with some global search & replace) of the V3ActionParametersTests found in PortletParametersTests_SPEC11_3.java.
In addition, the TCK lacks a comprehensive sequence of tests that tests for the presence of (PRP/Private-RP/action) parameters submitted via ActionURL and making sure that the PRP/Private-RP ones survive into the HEADER_PHASE, RENDER_PHASE, ResourceURL, and subsequent RESOURCE_PHASE invoked via the ResourceURL. This issue with a new PortletParametersTests_SPEC11_4A.java class.
