TCK: A forward after an include in the Action or Event phase results in a status=500 error

    Description

      TCK test: If an included forwards during the Action or Event phases, a status=500 error occurs, even though the portlet does not commit anything to the response.

      Note that the same tests for the Render & Resource phases execute without causing a status 500 error.
