[PLUTO-482] pluto:install copies commons logging into wrong directory

Description

After building trunk and then doing a mvn portlet-install, the commons-logging jars are copied to Pluto's /WEB-INF/lib. This causes an error on web-application startup. These libraries currently need to be deployed into Tomcat's shared-lib.
