Improve user experience in TerraFormSkin

      Description

      The current implementation does not draw enough attention to flagged fields, and it is not clear to the user that mousing over the flag icon will reveal an error message. TerraFormSkin should be updated to highlight flagged fields more effectively.

        TerraFormSkin has been updated to use new icons that are more consistent with the Terra L&F (they are scaled down versions of the 32x32 icons used in alerts and prompts). It also now uses a custom hover popup that is color-coordinated with the flag type rather than a standard tooltip. Additionally, a highlight rectangle is optionally drawn around flagged fields using a similar coordinated color.

        Finally, a new inline flag message mode was added to display flag messages persistently rather than only on mouse over.
