Publish docker images for integration testing

    Description

      The Avatica Go project (which is part of Calcite) supports querying phoenix query servers. It currently uses the a docker image containing phoenix and hbase that I currently maintain.

      It would be great if the Phoenix team can officially publish docker images for each release, so that other projects can easily spin up an instance of PSQ for integration testing.
