PhoenixTTLRegionObserver is not added on upgrade

    Description

      On new tables we set the PhoenixTTLRegionObserver coprocessor.
      However, we do not do the same on upgrade.

      While I don't quite understand the details of the TTL feature, this seems to be a bug.
