[PHOENIX-5512] IndexTool returns error after rebuilding a DISABLED index

Description

IndexTool fails to set the indexstate to active in the reducer but the index becomes Active later anyways and is usable and built.

 

Error: java.lang.RuntimeException: ERROR 1028 (42Y87): Invalid index state transition.  currentState=DISABLE. requestedState=ACTIVE tableName=IDX_TEST_1_2
