Force random miniHBaseCluster ports

    Description

      Ankit found that lots of ITs are failing due to port-conflicts

      This lead me to find HBASE-20224 which changed the default value of hbase.localcluster.assign.random.ports from true to false.

      Unless HBase changes this back, we need to forcibly set this property in Phoenix, otherwise our parallel tests will fail.
