This artifact is licensed as LGPL which is a huge no-no.

Thankfully, there is a clean-room implementation of the spec which is ASLv2 licensed https://github.com/stephenc/findbugs-annotations in com.github.stephenc.findbugs:findbugs-annotations:1.3.9-1 (which HBase is already using).
