[C++] Do not search for Thrift in default system paths

    Description

      Because of the likelihood that a Thrift compiled elsewhere may not have been built with -fPIC, I recommend we use NO_DEFAULT_PATH in FindThrift.cmake to force the external project build if the $THRIFT_HOME environment variable is not set
