[C++] Re-enable -static-libstdc++ in dev artifact builds

    Description

      We still have the glibc dependency to deal with (I will look into doing builds with a centos6 docker image on CircleCI), but this will at least address libstdc++ ABI incompatibilities with the system libraries.
