[C++] Refactor and expand reader-test

    Description

      reader-test currently tests with a parquet file and only verifies that we can read it, not the correctness of the output.

      Proposed changes:

      • Remove the use of parquet files and use mock objects instead.
      • Move tests for Scanner to scanner-test.cc
      • Get rid of DebugPrint() tests, move to ParquetFilePrinter as a part of PARQUET-508.
