[OWB-1071] WEB-INF/beans.xml is partly broken

Description

if WEB-INF/beans.xml is used instead of META-INF/beans.xml the bda-mode for WEB-INF/classes is "annotated" independent of the information provided by the beans.xml file.
just by moving the same beans.xml to META-INF fixes the issue.
