Update docker files adding Java11 support

    Description

      All our docker images are currently using java 8 – since our test hooks also use java 11 we should provide the appropriate images (for testing, dev, etc.)

      Ideally we should avoid having a duplicate Dockerfile per OS changing only the java version.
