Description

Hive is adding a timestamp with local timezone. We need to figure out the corresponding changes to ORC.

The intent of this type is that it is an instant in time. That is if the writer puts in '2018/03/23 12:34:56" in America/Los_Angeles and the reader is in "America/New_York" they will get '2018/03/23 09:34:56".
