[OPENMEETINGS-2266] Owner ID for administration

Description

In admin interface there's the "Owner ID" not visible in the User Info.

Also in "personal" rooms there's a Owner ID in "SIP" section but it can not be changed.

In "Rooms Configuration" i can not set a Owner for a room e.g. if i wanted to create a "private room" for a specific user only.

It would be great if this information could be available in all parts of the administration
